Maybe she was feeling sorry for herself. Maybe she really needs the portrait right now no matter how she looks. Maybe she's not aware that you can tell she's been crying.

Would you ask why a woman had her portrait taken if she'd been smiling? Maybe, maybe not...
Smiling is easy, it's easy to do and easy to understand, requires little work to understand. But crying? well, that requires more work, more reflection and consternation on the part of the viewer, it's more heady a topic, yes? perhaps better fitted for an artist to speculate on.
Point is, to cry is just as valid an emotion as to uproariously laugh. 'All essentially are qualities of humanity and therefore suited well to be pictorialized.

Depends on the context, but art is more than smiles, but rather capturing and bringing out emotions of all kinds, including sadness, fear, disgust, etc.
