It depends, some countries are quite relaxed about girls going topless, others alot more strict. I would say 18 ?

Age shouldn't be a factor, since being topless is NOT about sex or exhibitionism. In many, if not most cultures is is considered completely appropriate for girls and women to be topless on the beach, from their childhood on through their adult years. It occurs within a family setting and people don't look at it as anything out of the ordinary. It's just a part of being at the beach.
I go to the nude beach near my home on Long Island and can honestly say that even total nudity is not inappropriate at the beach, as long as it's at a designated nude area. It's nothing sexual or exhibitionistic, and people are very respectful of each other. It's also a way for young people to realize that nudity can occur outside of a sexual situation and be totally appropriate for any age.

Here in the U.S.A. it would not be appropriate for any female to go topless on a beach unless she were under the age of 3!

I grew up in the northeastern US. I think my mom let me go around topless till I was three on the beach. I can remember feeling embarrassed one summer when I was maybe four in my grandparents back yard with no swimsuit on (even though it was just in front of my mom and grandparents, I knew I was supposed to be wearing a swimsuit!)
I would say for decency's sake, not past three. As a woman wanting to have kids in the next few years, I would automatically think of perverts and what they think of it, so I'm not sure I'd ever have my baby going around without a top if she was female, once she could walk.
Other parts of the world have a very different attitude towards this. It depends on where you are from.

Assuming you are talking about the typical beach in the USA - I think it is okay for _very_ young girls, I hadn't considered an actual age before, but I've seen it plenty at very young ages and it doesn't both me. Maybe up to two and a half years of age? By 3-4 years of age I would think that girls need to start learning that girls wear tops before social custom demands it, because it seems like girls as early as age 7 are already starting to develop.
That being said, in other areas of the world women are much less reserved as well as the reverse.

As a nudist I would say there's no reason why any famale, regardless of their age, shouldn't be allowed to sunbathe topless if they wish - even up here in Northern Europe, Offkey ;-)

I'm French and I've never worn a top at the beach in France. It's never been a problem. Less and less people do it, though, but I think it's because of fear of cancer.
If someone stared at me (happened only a few times in my whole life - I'm 27), you just stare at them and tell them loudly to stop doing that. But only perverts and a few horny, virgin teens do that.
I don't see why it should be inappropriate. It depends on where you come from, I suppose. It's allowed in plenty of Western countries (ex: in Northern European countries)

I would say not at all. There are to many perv's out there just looking for a reason to stalk a kid/young girl. To much rape and the like going on.
