It is for dry, frizzy and coarse hair. If your hair is like that, than go ahead and use it, regardless of your skin color.
If your hair is dry and static, but thin, or tends to be flat and limp, then try something else, since this may make your hair greasy and sticky.

hair is hair, not black people's hair, or white people's hair, the only difference is the pattern in which the hair grows out of the scalp, hair is made of the same material no matter what color you are.
The product you have may be formulated for black hair, that's because black hair does not grow out of the scalp the same as naturally pin straight hair grows from the scalp, it grows out in a very tight curl pattern, or wave pattern from the scalp in "black" people so the oil secreted from the scalp does not distribute itself along the shaft of the hair as it does with "naturally straight hair" whereby the oil is distributed evenly over the hair shaft as it grows out daily. "Black" hair needs moisture, and oil because it is dryer than "naturally straight hair" (the curl pattern keeps the oil from being distributed evenly over the hair shaft) therefore to compensate for the lack of oil, oil may be applied regularly to keep it from becoming too dry and brittle and easy to breakage.
Simply use the product lightly, don't be heavy with the oil spray.
Mist it and walk under the mist, or spray some on your hands and distribute it through your hair with your hands.
You can use the same products such as oils, just use it lightly to avoid your hair looking too greasy/oily.

It is not a very serious problem and with a little bit of caution you will be able to prevent further hair loss.
There are certain uncontrollable factors like pregnancy conditions or certain illness or genetic factors that will result in hair loss. But, this does not mean that you cannot do something about your hair loss.
