It can be either one. There are cucumber pickles which are vegetables and then the Japanese are very fond of plum pickles. The Indians like mango pickle and the Brits like Branston Pickle (that's a joke).

There are pickled onions, cauliflower and tomatoes.

Lots of things can be pickled.

A pickle is what ever you put through the pickling process.
But a dill pickle is a cucumber which is in the mellon family. It is the fruit of the cucumber plant.
