How many people must be in the car for it to be considered a carpool? And I just can't imagine a traffic policeman ticketing a hearse while there was a body (I assume dead) in the hearse.

Probably. The signs don't actually say the 2nd person must be breathing :)

But I've never seen a hearse being driven with only one undertaker.
