I need more information.
What kind of bird is it?
It sounds like a stroke. What are you feeding him?
Is there a fresh stool you can look at? If so, what color is it? Is that different from what it usually is? Is there blood in it?
What kind of cage is he in?
Does he fly around free sometimes?
Put a light on him for heat. Try to hold his head up and get some electrolytes (Gatorade), one drop at a time into him.
Answer the questions and we'll go from there.

I don't mean to be mean, but your bird is probably going to die. If you can't get it to a vet (I am not being judgemental here), this bird most likely will die. Whe a bird is laying down in the cage, it's usually too far gone to save. The only thing that may help is putting it in a room with the heat cranked up real high. Put the food and water in very shallow dishes in the bottom of the cage so the bird can get to it if it wants it. also, take a hot water bottle or heating pad to the bottom of the cage and cover it with a soft towel and put the bird on that. If you have any seed or the spray (the seed on the stick stuff), definately offer that. They are more likely to eat that if it's going to eat anything at all. Hopefully if you do all of this, it may start to perk up. If it manages to live, please start saving your money to bring it to the vet asap!

Look up in the Telephone Book for any kind of Avian Resuce Center or call your Local SPCA and they may know of a place like that you could call to help you out.
Answer Lynns Question and maybe she can help you. Definitly keep it in a warm space. It certainly shouldn t be lower then 75 and not higher then around 85. To keep it from dehydrating give the gatorade (I assume this is for energy too) with a eye dropper or if you have any Medicene in your cupboard that have that sort of item in it. (Usually babies Liquid medicines come with them) Be sure to rinse it off well first. Or even a small spoon might work-even if it just is a drop at a time. If you use a eye dropper type thing - dont squirt it with too much force. Lynn can tell you how much and how often.

Take you sick bird to the vet, they will understand. A vets job is to help sick and hurt birds. Since you can't afford it, try figuring out what is wrong with it. I have a book that says, " If your bird is sick, look for unhealthy signs. One is to look for something called scaly feet. If the bird has this, it could die. But you must keep it warm. Make sure the bird is in an area where it will not get caught in a draft. It will get sick and die. Something tells me that it got caught in a draft, take it to the nearest vet and try and help it. Don't try to heel it yourself, you could easily hurt it.
Best of luck!

It may be too late. At least she died with dignity and was fortunate enough to have you in her life.
