Does it really say in the Bible that it's the Father's choice-only- where and how the children are educated?

Its the father's responsibility to educate his children in spiritual matters and, as a father has headship in the family arrangement, he will have the final say. If you are referring to secular education, this still falls into the headship arrangement as the father's ultimate decision. BUT, he should fully consider his wife's input on ALL matters pertaining to the family. If he is making decisions based solely on his own selfish desires, God doesn't look kindly on it. If there is no father in the family or if the father is not a Christian, the teaching of spiritual things falls to the mother. Note that it was Timothy's mother and grandmother who taught him about God, not his father. Further, children growing up in a divided household where the parents have different religions, from a Biblical standpoint the child(ren) should be taught Christianity in addition to and regardless of the other parent's belief. According to the Bible, we must obey God as ruler rather than man (Acts 5:29), so ultimately even if our husband or wife disagrees with Christianity, we still have the obligation to teach our children about Christ.

Here are verses from the Bible that pertain to your question:
Proverb 22:6 Train up a child in the way he should go and when he is old he will not depart from it.
Ephesians 6:4 And ye fathers provoke not your children to wrath; but nurture them in the chastening and admonition of the Lord.
Proverb 29:15 The rod and reproof give wisdom; but a child left to himself bringeth his mother to shame.

Mothers and Fathers have the duty to Teach their children the TRUTH, God's holy word the Bible. Jesus is the way the truth and the life, no man comes to the father but by him.

I found no such verse about who decides on other education of children, but we are to bring them up Knowing the Gospel.

It doesn't say that in the Bible, but this scripture should give you an indication that the father of the house would have the final say, unlike the modern women's liberation movement, which is really a movement lead by Satan.
1 Cor 14:35: And if they will learn any thing, let them ask their husbands at home: for it is a shame for women to speak in the church.

Well, I lead a bible study class and I don't remember anything specifically about that. Paul does encourage wives to be respectful of their husband's leadership in the household but he also encourages husbands to being loving and sensitive to their wife's needs so it's supposed to balance out. This is in Corinthians and it is quite often read out of context!

When choosing how to educate a child make sure that you are listening to eachother and focusing on the child's actual needs and not your own personal issues with education. I do have to admit that my husband's crazy ideas about our sons motivations and what will work with them, too often turn out to be true! He has an intuitive understanding of them.

This is an important issue and if you are respectful of the Bible I would encourage you and your child's father to seek a pastor's help in deciding what would be best for the child.

it would have to be the father because the mother has no right to do nothing unless she has permission from the hubby.women in the bible has no rights compared the women in islam .alhamdulillah we have so many rights that god has given us 1400 hundred and some yrs ago but it took man to give us females rights just recently .

Are you sure this isn't a teaching of Islam? It does sound familiar, but I don't think it's from the Bible.

I would ask this person what passage that is. If he can't name it, find some one who can. It sound sort of OT to me, but it's possible.
