It was W. A. Bentley A.K.A Snowflake Bentley
There is a book "SNOW CRYSTALS" by Bentley and Humphreys, published by Dover Publications Inc. It's incredible, may I suggest you either check it out at the public library or order a copy from a local book store. It is a book I think every snow lover should own. The ironic thing is that Bentley died of pneumonia shortly after walking to his Vermont farm home in a blizzard.
