I used to see this poor old german shepherd tied out in a dog house 24/7 - it could be -10 and that poor dog was out there tied to his house. We never saw it with the owners or interacting in any way. It was on a short chain all the time laying down, not even exercised.
I called the police once bc the windchill must have been 20-below zero. Cops said as long as the dog has a "house" (insulated or not), there is nothing they can do.
That dog had NO life - it was a shame.
Dogs are pack animals, they need other dogs to keep warm or people to associate with.

Well, the fact is that many dogs prefer to be outside! In Nebraska all large dogs are typically kept outside. Many owners install a 100 watt light bulb in the dog houses and keep it on during the winter to give the dogs that little bit of extra heat they might need when the temps go down below zero at night.
Of course many small dogs don't tolerate cold well and any dog that is crying to get in should immediately be let in. Your local dog warden will know if it's appropriate for a certain breed to be out in the cold or not. So calling up the humane society isn't such a bad idea when you are in doubt.

I'm personally against a dog being kept outside in any temperature, hot or cold. Still, some dogs are very well equipped for cool temperatures so it's not always mistreatment. If the dog is equipped for cold temps (like a Newfoundland or Husky) and they have some shelter, like a covered dog house, they'll most likely be fine. Put a chihuahua out there and yeah, I'm calling the humane society.

I was heard about a case in which a man , repeatedly left his dog outside in bad weather, after neighbors complained the case went to trail. The judge ordered the man to spend the night in the dog house, or go to jail for two days. The man choose spending the night in the dog house, the story made the news, because the judge was criticized, for sentencing the man to cruel and unusual punishment. I thought it was the perfect sentience.

Some dogs do not want to be inside. They are out door dogs. They do not like the temperature of the house. Prefer being a watch dog. I don't care for it when I see the yard is not kept up and their area looks bad. But some dogs enjoy owning their yard. Protecting their property. You can let them in but they want to go back out side.

I report those kinds of people too. I would love to set them up outside in the cold in a dog house and see how comfortable they are. I feel so sorry for the dogs and cats left outside, they have almost no human contact either they are just chained outside.

YES !! They should go to jail. I agree with you. WHY have a dog if it is kept outside??? What kind of a life is that for the dog? Dogs are very social animals and die from neglect. It is disgusting.
I agree with whoever said to let the human spend the night outside.

I tend to agree. A dog IS man's best friend and if you wouldn't stick a child outside, you shouldn't stick a dog outside. It's irresponsible and uncaring.
Dogs are domesticated animals and most people do not use them as working animals. They feel emotion and need to be near people. That is their nature.

If it's a larger dog then usually outside is what's best for it, it needs it's exercise and big spaces in order for it to be happy. We kept our dog outside durring the day and inside at night. We kept a heater in a shed (we didn't use a dog house) because that's where he preferred to stay.

call the humane society in your area and let them know what is going on. There is absolutely no reason a dog should be treated that way. That kind of treatment is what makes one mean or extremely shy of people.
