Isolation from political or sociological control reduces the chance of its corruption or misuse from a cause contradictory to its intent, and to eliminate or minimize its play in course of a political or military coup. Therefore it allows a freedom of movement to which many intelligence agencies do not have, promoting its success and ability while lacking the political quagmire to slow down its progress. Ultimately the isolation from governing powers allow the agency to work in layers or stages toward a goal of social change desirable for a peaceful future.

From the moral point of view (the best thing for the Sunni Arab population in Iraq, who, as far as I understand, feel oppressed by an occupation force), the US should withdraw its troops from Iraq as soon as possible.
