Freedom is neither a state of mind nor an action. It is a fact when you are living the life you wish to lead in a "free country" that you are free. Freedom is not being locked in a cell, being free to come and go as you please, from country to country. Freedom is also being healthy, free from disease and constant hunger.
I would say Freedom is an enviable condition that only a small percentage of the world is fortunate enough to live in.

I think it is a little bit of both. A person can have the freedom to leave the house (for example) but may not be able to, due to panic attacks or agoraphobia. So they have the action to be ABLE to leave the house but are not in the right state of mind to do so. Actually its probably more of a state of mind in thinking into it a little bit deeper.

I believe that what you believe is true. When I was a child I used to feel trapped by my parents rules.........because they didn't allow me the freedom to do what I wanted. One day I told my grandmother that I felt like' I was in jail, my parents are too strict'...She asked me what did I mean by........ in jail? to which I replied that I couldn't go anywhere. She grabbed me turned me around to face her and said..."don't you know the secret to having your freedom whenever you want it?" no I said. Ah well it's really simple, all you have to do is go inside your mind where no one else can go.......only you and from there your mind will tell your feelings that you are free, and then you will feel free, then your mind will tell your imagination that you are free, so that while you are sitting here, freely daydreaming, your daydreams will be about freedom.
That way you will feel free and see yourself free, and since you freely take your parents time to do this you can practise while you do the dishes.............

Freedom is choice and responsibility. With being able to choose our own actions, we must have the responsibility to accept and deal with consiquences, good and bad. Thus no one can be our master and no one can be our servant.

I think it is a 'state of mind' in which somebody is able to 'act' and live as he or she chooses, whichout being subject to to any undue, restraints or restrictions.
