ive had loads of girlfriends but none have led to sex.

There are 2 parts to this question- Emotional & physical.

Ok first of all it sounds like you are trying too hard. I will tell you that the best technique with women is the "take away" ...women love to chase a guy. If you feel yourself getting close to a female friend pull back a bit and she will move closer. As far as sex. Sex is over rated. It will happen just be patient.

Don't listen to anyone who is telling you to rush into having sex. Wait until it is right. I am 24, and female, and yes, a virgin. You will find the right girl who will love you even if you don't have sex with her right away. I found a guy who I love and who I want to have sex with, although I am waiting untill I am actually in love with him and he is in love with me to do it. Your time will come and it will be beautiful. Wait untill you have been with a girl and you get to know her before rushing into anything. You can tell her, I told my boyfriend after two weeks because I thought it was the right thing to do so we didn't rush into anything. And also I thought he had the right to know, although its a bit different in your situation (no pain or bleeding when it's a guy's first time).

I don't know if you are looking for meaningful sex or just random sex. If you are looking for random sex, go to a club and have a few drinks and try to pick someone up. If you are looking for meaningful sex, try dating a girl that isn't so prudent when it comes to physical love.
