My first digital camera was a 1 Mp. I found that it made acceptable photos as long as I kept the size small (4 by 6 max). I have moved to 8 and 10 Mp for quality at larger size prints. If you are getting the camera for free, take it. Otherwise, get more megapixels!!

Depends on:

A: The quality of the camera and optics.
B: The size prints you'd like to make

A 1.3 Mp is pretty much only good for 4x6 prints. If you want to see details and be able to blow up the photo, you'll need a higher resolution camera. I'd say 4 Mp acceptable they can be good up to 8x11, more can be better. Due note most of todays higher pixel count cams, 5 and above, need steady hands or they will capture camera shake. An image stablizer is recommended.

if you are buying a digital camera, that is kind of pathetic, if you are getting a phone with that resolution, it is pretty decent but you should know that they have 2 megapixel phone cameras now.

Never go with less that 5 mega pixels. 1.3 is only good if it is a cell phone.
