CONTROL PANEL
SOUNDS and AUDIO DEVICES
click on the SOUNDS TAB

in the SOUNDS SCHEME drop box, choose NO SOUNDS

click OKAY

or if you JUST want to disable windows startup and windows exit - on that same tab, under PROGRAM EVENTS, look for WINDOWS STARTUP & WINDOWS EXIT and under SOUNDS, select NONE
