It's very cheap. I've been to Turkey twice and during my second trip, when I stayed only in Istanbul, I had no trouble finding internet cafes.
The Turkish government supposedly isn't too thrilled about the spread of internet access and the associated risk of people accessing pornography or subversive material, but there's still plenty of internet in Turkey, everywhere.
Many internet cafes in Turkey have a dual pricing structure where internet access during daytime hours is a bit cheaper than at night. In all the cafes I went to, I found that the average cost was YTL1.00/hour. After 3:00 or so, the price jumps to YTL1.50/hour. It's still very, very cheap.
You'll find plenty of internet cafes on and around the numerous side streets off of the Taksim end of Istiklal Caddesi.
If you've never been to Turkey before, one thing which will drive you crazy about internet cafes is the cigarette smoke. It's everywhere. Turks smoke like chimneys. Fortunately most internet cafes are spread over two or more floors with specific floors designated as smoking and non-smoking. Look for the sign that says "cilim cekmez" or tell the cafe attendant "Ben cilimsiz kafesi istiyorum".
Another thing you need to be aware of is that keyboards in Turkey have one big difference. The Turkish alphabet has a letter which looks like an undotted "i" and this is located in the same exact spot as the letter "i" would be on any other keyboard. The actual "i" is located near the "enter" key. If you type an e-mail without making the necessary corrections then all your i's will show up as y's on American internet browsers.

It varies depending where you go but between 1YTL -2.5YTL per hour, to days exchange rate 1YTL =35p. Most Migros supermarkets have a free computer to use with access & a wirless access for free as some other cafes do for customers. Just look around.

Sean_2015 has written very well, but as aTurk, i have to correct one part; "cilim cekmez" or "Ben cilimsiz kafesi istiyorum" ...????
He must have recorded something wrong in the memory, because "cilim" or "cilimsiz" are nonexistent words in Turkish. He probably is meaning sth like a non-smoking place..but these sentences don't mean anything, don't try to say them. u'd better try saying that in english..There'd always be someone around to know at least a bit of English..
