The answer to the riddle is 2.
However I ask if each man has 7 cats in a bag? That makes the total legs in the equation:1582
7(2)=14---2 legs per man (assuming 2 legs per man)
7(4*7)=196---28 adult cat legs per bag for each man(assuming 4 legs per cat)
7(7*28)=1372---196 kitten legs per cat in the bag(assuming 4 legs per kitten)
14+196+1372=1582

1386 legs... cats and kittens have 1372 and the 7 guys have 14( not counting there middle ones). Totaling 1386 legs.
