Hi!! I just answered, at length, a question here about a cat who died of kidney stones. If you can find it, read my answer.
Your cat could be vomiting for a number of reasons. The vomiting doesn't concern me a lot, if it is just saliva, and he's been doing it all his life, but your saying it has a funny smell does. Sometimes an odd smell can indicate a specific medical problem like Diabetes.
Also, male cats can get life threatening stones in their kidneys which can cause vomiting, and if undiscovered and treated, can kill. However, with that condition you should see also frequent trips to the litter, straining to urinate, sometimes with yowling, etc.
Cats don't need as much water as other mammals (they are believed to be all descended from a wild desert cat). However, they do need some, and it is especially important for MALE cats to have access to very fresh, clean water all the time, again because of their tendency toward kidney issues. Cats who eat wet cat food get some moisture from that. Make sure he always has water available.
His fur can improve if you brush him every day or every other day. But the fact that it is "dry" again suggests to me that he may have some underlying medical issue going on.
I would definitely take him in for a checkup. The vet will likely want to run a "blood panel" which will check various aspects of his blood chemistry to check for disease. The vet may also request a thyroid test (causes dry skin, bad coat, and can be dangerous if untreated). If after these tests he suspects by the results that there may be a kidney or bladder problem, he will want to look at the urine under a microscope or have it chemically analyzed - to look for diabetes, stones, or some other such problem.
Best of luck!

Be sure his water dish is thoroughly clean as cats are so finicky. Many cats drink a very small amount of water so he may be drinking some and you don't realize it. About the throwing up, I don't know if he acts otherwise healthy I would not think anything serious is wrong. If his fur looks dirty get a brush and groom him regularly which will also remove some of the loose fur and alleviate fur balls and throwing up.

If your cat's fur looks dirty, I would take him to the vet.
Cats are very very clean animals and HATE to be dirty. If he looks like he is not grooming himself, he needs to see a vet.

sounds like you have been neglecting a problem. Cats and dogs need to see a vet every year for an exam, this helps catch any possible problems before they grow into BIG problems. I would take your cat to the vet to rule out liver/kidney disease, diabetes etc.

I agree with the statement about your cat possibly ingesting anti-freeze (ethylene-glycol), as both dogs and cats are attracted to it because it has a sweet taste to it. Take your cat to a vet, because many animals die as a result of ethylene-glycol poisoning.
Also, are you feeding him cat foods high in Magnesium, such as Fancy Feast and many popular supermarket brands of cat food? If so, then he may be developing urinary tract stones, a common ailment among male cats, and one of the symptoms of that is the cat vomiting and refusing to drink.

I think you should change his diet. Or check the water. Maybe that's why he isn't drinking it. If all fails, see the vet.
I hope your cat gets well!

They bring up saliva to help expel furballs. There is no way he could be ingesting anti-freeze from a leak under your car, right?
