could be lots of things but the reason your lips are red is cos there is lots of blood supply to them and the skin is thin so they are prone to damage, maybe even wind burn or licking them too much or too much salty food can cause problems! Could be infected but not necessarily.

Might be a cold sore, infection, blister, and the worst case would be herpes.

Get some benedrl and then some camphor chapstick.
