Well, it sounds like mexican slang and who wrote this to you is kind of disrespectful...
"Hasta los webs"= hasta los huevos = "till the egs" (egs= a part of the male anatomy, you know),and the meaning of this expression is "completely", or "totally"

"Deberia.."= I should have made the f*cking thesis about bags...

I speak Spanish and this doesn't make any sense. Obviously there are bad words in the context but in general this doesn't mean anything.
