I want to know about the strategies, methods of learning speaking skills. Waht is the best method?

It depends on your level.
If you are a beginner, go for CD-Rom programs that will make you work both written and oral skills.
There are great books that comes with Cd and target people who are about to travel, that way you learn sentences instead of words on their own that might not help you improve as fast.
You can also take classes, but it's sometimes more expensive.
Try some university classes, they often offer programs for people out of school.
When you have enough to understand the very basics, go in an English speaking country for around 2 months, work, study or travel there in the company of other English speakers, it's the best way to become fluent.

Think in English, watch English/American TV and News, read newspapers, listen to music in English...

I learned German and French and I gotta say, I love music, and that helped me out a ton with not just vocabulary but also grammar.

speak with other people, talk to people in english, work environment might help you, it helped me, i worked on a retail store, and everybody spoke english so everyday i spoke english for about 8 hours or more, then at home i speak my first langeaje.

speak to as many native english speakers as you can as often as you can.... not to the same one or two but to many different individuals... you might be a bit careful around the Austrailians.... the accent will throw you off a bit... but try for as many different as you can reach.

speak to foreign people who are speak in english and not shy to speak english everywhere you go.....you can speak with you friends too
