You didn't say whether the cows were adults or calves - it makes a difference. I'll assume you are talking about adults. Since it's Winter, bears are not active - you can rule them out unless you are having an unusually mild winter (above freezing).
There is a very remote chance that wolves could be in Manistee County, but pretty unlikely. I don't think wolves have been sited in Manistee County, but I don't know for sure. Also, wolves don't usually just maul something - they kill things. So, you can probably rule them out.
That leaves coyotes and feral dogs. Coyotes are one of the most common predators on calves, but not adult cows. Even if coyotes are in small pack - they aren't big enough to get to a vulnerable place on a bucking adult cow without ending up dead or injured and they are too smart to waste their time on something like that.
That leaves feral dogs as the remaining culprit, and its pretty common for packs of feral dogs to harass cattle - So I think this is the best bet.
