That verse was spoken while talking about the Pharaoh during Moses time, so that would be a good example.
If, the very first time Moses said the words "Let ... my .... people .... go" (it only sounds good when Charlton Heston says it lol), anyway, if the first time he says it the Pharaoh let them all go, some, if not most of them wouldn't have gone! They had a slave mentality, all of them had been slaves for hundreds of years, and they needed a leader.
God had to make sure that His beloved people understood without any doubt that it was the great I Am who would lead them. So He hardened the Pharaoh's heart.

GOD doesn't necessarily harden someone's heart as many hearts are hardened by the actions and acts of fellow human beings

The part of He hardens is meant for those who are easily swayed. The Father knows our weaknesses and He strengthens us. How does He strengthen us? By hardening our hearts towards sin. About His will on the hardening is for those who regard every hardship they go thru as coming from the devil, yet what they dont understand is that God wants them to go thru it so as to strengthen them and teach them something. Though he delivers, he also wants us to learn from our mistakes.

God gives people more of what they already have.
I think tht after reading the Bible, it's His style with some. To others, He gives more faith, and to some, more strength, and still others, He gives the ability to lead.
It does not describe everything that God does, but He does do these things at times.

Here Allah talks about it in the Quran.
[7.179] And certainly We have created for hell many of the jinn and the men; they have hearts with which they do not understand, and they have eyes with which they do not see, and they have ears with which they do not hear; they are as cattle, nay, they are in worse errors; these are the heedless ones.
[17.97] And whomsoever Allah guides, he is the follower of the right way, and whomsoever He causes to err, you shall not find for him guardians besides Him; and We will gather them together on the day of resurrection on their faces, blind and dumb and deaf; their abode is hell; whenever it becomes allayed We will add to their burning.
18.106] Thus it is that their recompense is hell, because they disbelieved and held My communications and My apostles in mockery.

One purpose is to alow the unyielding one to stew in his own juice for a time... then he might come around to see the error of his ways... But we must not forget...God makes the rules...we do not... God can do what God wants to do... and it if he wants us to understand whe will give us understanding... if not...then it is God's business, not ours.
