make the 21 yr old get their own policy. at 18 they became a legal adult....start treating them like one and stop letting them feed off mom n dad. if they can't afford to do so...then they can't afford the car as that is how the real world works if you don't live at home.
same goes for the 17 yr old when he hits 18.
having them on your policy is a huge risk once they are adults anyways. my dad just learned this hard lesson a few weeks ago.
my 19 yr old step brother lives at home, top of the line trans am was in step mom's name, insurance in dads name, tags in dads name. well brother was out joy riding with 3 buddies and lost control at 155mph on a country road. bad crash, ejected 2 of the kids, all survived somehow but 2 were hurt bad and one will be in recovery and rehab for years.
dad is now freaking out cause his house, cars, race car, rv, trailer, stocks, everything is at risk due to a few seconds of joy and fun by his son.
if a person can vote and kill in the military at 18, then they can afford their own car and insurance as well. might hurt them some today but will only make them a better and more responsible adult later on in life. and that is the job of a parent....to transform their child into an adult that fits into society....not one that mooches.

They have to be 25 or 30 for their rate to go down.
Look for every discount you can get. Multi-car, good student, good driver, so on and so forth.
Also, buy them used cars that do NOT go fast, like old minivans, old generic sedans like a Taurus, and so on. Those will be cheaper to insure. Put the newest, nicest , fastest cars under your name and your SO's names. Put the lousy/slow cars under the kid's names.
Ask your insurance agent, they should have some ideas.

At 21 a person should be paying for their own car insurance. 17 is borderline for the entire payment, but they should at least contribute a percentage, especially if you are having a difficult time covering it.

I would advise that you do keep them on your policy - since they are still dependants, you are liable for any damages they do.
Next, the key is to shop, shop, shop around. No one company insures the same person the same way - open the yellow pages and look for a local independant agent, they work with multiple companies and can do the shopping for you.

no easy answere for you. If it was me I would sell all but one car and let everyone use it may take a little juggling but you can do it. also the 17-21 can pay for their own ins.
