Totally lost, you said "not yet together but..." How do you know your "soon to be"? If you get him a gift then will he ask you out? And he is 16 for goodness sakes. Get him some candy, like one of those enormous chocolate kisses. If you really want to. Don't get him anything. See if you'll still be together. And how long have you known him anyway? Don't do it.

The simplest cure to this problem is a gift card. That way you can take the guilt of you about not getting the right gift, or if you do get him anything else but want to be sure he likes it, get whatever item you feel appropriate, and make sure you ask for a gift receipt, that way he doesn't know how much you spent but if the item is defective or he doesn't like it, he could always exchange it for something else(Only applies to retail stores). Other wise good luck.

you aren't even together and if he's 16 you're probably young too. I wouldn't buy him anything. You probably can't afford anything that he would really like that he hasn't already gotten for himself. Make him something. Any guy would appreciate a free thoughtful gift that you spent time making for him over something you bought at a store. Unless it was a PS3 or Wii, but you shouldn't be spending that kind of money even if he was your boyfriend.
In all honesty, he'd probably like a happy birthday lay, but I'm sure he'd like a happy birthday and a kiss too. (on the cheek or the lips, I dunno how the two of you are.)

Tricky if you don't know him that well. Don't get something too expensive or over the top because you are not completely together.
Don't not get anything in case he has got you something.
Maybe best to get a gift voucher - you should know what he likes and which shops he could get it from. It's better than getting him something he doesn't want. Atleast he could choose what to get. I would appreciate it if people got me a voucher that way they got me something and I can can choose what.

16? Try a gift certificate to FYE or Best Buy, or wherever they sell CD's in your area.
