Why do some people only have intimate relationships with people they don't have sex with? Is this normal?

Because they are two different things. Think about it, do prostitutes have intimacy with their clients???. Nope just sex. Plus you don't have to mature to have sex, but intimacy is something harder to achieve and it takes 2 mature people to achieve it.

Because intimacy and sex are not the same thing...sex is intimate, but not intimacy is sex.

Therefore you may desire to be intimate with a particlar person, but not have sex with them...and yes, it's quite normal.

Some people have sex just to do it (no feeling involved) and some people love the other person (this is being intimate)

Sex is not a requirement for intamacy. There's SO much more to the emotions that SO many people miss out on because sex comes in to the picture.

It's safer. The people you have sex with are most likely to hurt you, so you are less likely to get hurt if you never have sex with the people you care about and only have sex with people who don't matter.
