If you 'Reformatted' your drive, then it's sad to say that your files are gone likely forever, but if you simply ran a system restore on your computer...which by your description doesn't sound like what you did, than the files would still be there.

If you used the restore settings the answer would be no, since it formats your drive. Now, in reality, yes you can recover them, however you need some hefty recovery software, might just be best to take your computer in and ask them to do a data recovery for you, call around and ask a few computer stores. Honestly, unless you really need them and are willing to spare the money, it might not be worth it. Also, recovery isn't guaranteed.
One thing you should consider investing in is a 3.5" external hard drive, either firewire or USB, whichever your computer supports. I picked up an 80 GB for $100 made by lacie, and it is small enough to just fit in my pocket, well barely. You and everyone should store your files on an external drive. At the very least, invest into a several gig USB key chain. That way you always have your files, and you can easily share them. If you happen to be a Mac user, you can get a .mac subscription and use your Idisk to backup to.
As far as your Itunes music, if everything is on your ipod you can use several pieces of software to copy them off your ipod and back onto your computer. Searching the web for software to copy music off an ipod is a good start, in the worse case scenerio, you can contact Itunes and they will give you credit to redownload the songs that you have purchased.
Also, one last bit of info, don't burn your crucial files to cd's or dvd's as a safe way of keeping them. There is actually a bacteria that will eat away a cd, you might have seen some old cd-r's that have had small dots all over them... The lifespan of a burnt cd or dvd is roughly a year, sometimes they will last for ever, and sometimes a few months, plus you have to worry about scratches and etc.

You might be able to recover some files. The more you use the computer, the less files you can recover. Go to a Best Buy, Comp USA, or Circuit City. Let them know your problem and look for Hard Drive Data Recovery software or on the internet (but not on the computer you are trying to recover data from). It will cost you around $50-$100 for the software.

I assume when you say a factory restore that you formatted the hard drive, if that is the case then, whatever you had on there is gone gone gone and there is little to no hope of getting back... unless you have very deep pockets. There are data recovery services out there for this type of "Armageddon" data destruction and they can usually recover something but it costs costs costs. I'm afraid that you are beyond the help of any software solution.
