First determine if the hair is salvageable. If it still has it's original color, and isn't matted it is probably salvageable. Wash the hair with a baby shampoo. Blow dry the hair and style it like you would your own hair. If it isn't slavageable, buy a wig and glue it on. You can find doll wigs at most craft stores.

Don't do anything until you determine what kind of doll is!!! If the doll is composition, do not wash the wig when the doll is still wearing it!!! Since you didn't give a description of the doll or say what the wig is made of, I can't possibly tell you what to do (and neither can anyone else!) It's possible that you can fix the doll's hair yourself, but first know what you're working with! Most all doll hair can be washed and styled if there's enough hair left to work with, but just make sure you know what you're doing before you start!.

Maybe a little trimming. Try baby shampoo. If you brush it, make it gentle. That is so nice of you to give your sister a doll belonging to your grandma. THAT IS PURE SENTIMENTAL VALUE. Your sister would be so pleased even if the dolls' hair is not good. If you can't do nothing about the hair, try a little summer hat.
