Libraries usually have some type of story time once a week. I know our local library also has twice a month a preschool activity time where tots have free play. They set up age appropriate toys and games for the kids. Also if you have a park district in your town usually they would have a variety of childrens programs. Some shopping malls (indoors of course) have little play areas you can probably take a trip to the mall once a week for him to play and meet other kids.

I have a 21-month old and had the same question. I live in a rural area with no YMCA. However, our local preschool has a Mom and Tot class for kids ages 18 months- 3 years. The class ran for 8 weeks and is now over with. It was so great meeting other moms with kids the same age and we decided to start our own playgroup. We now meet on Tuesday and Thursday mornings. Some of the moms have been bringing friends so I continue to meet new moms and playmates for my son.
My point is, if you can find one single group to "get your foot in the door" it can develop into a whole network of potential playmates. Don't be shy- I find that moms are ALWAYS looking for playmates for their kids and will jump at the chance to get together at each others homes.
The suggestions for your library story hour are great for meeting people and starting a playgroup. (I know what you're thinking...my 18-month-old won't sit still at a story hour....just go for the networking and don't worry about whether he'll sit through a story).
You can also try Craigslist.com. There are often people who post on there looking for a playgroup. Your local preschool might have a class such as Mom and Tot so it's worth giving them a call.

You can take a baby out in the cold! Just bundle him up.
I totally second the thing with the libraries. Even aside from scheduled story time, there are lots of games and toys there. Plus, often there are postings inviting families to events.
Get involved in a local parish. It doesn't have to be a big church, sometimes even small parishes have things going on. Give it a look.

hi have you tryed asking your health visitor.i did recently as ive an 18mth old who is getting a bit bored when hes brothers go to school and my health visitor gave me a parents giude booklet with lots of different places to take him around my area.have you heard of sure start? its a place where you can take you children to play and have fun.its better aswell if you are mobile and can get out in the car. hope this helps. good luck
