At your local domestic violence agency. I worked at one for many years and a lady within the community donated some every year, brand new un-opened. She would get a receipt to use for tax purposes. And the clients really enjoyed receiving it at Christmas. Since most of these women who were either residing in the safe house or using the counseling services were forced to leave their homes and all of their belongings. This was a spacial treat. Freedom House is an organization that is set-up for refugees from all over the world that are seeking asylum and citizenship to the U.S. or Canada. Many are women; they make candles, dinners, etc. to help support themselves and are in a financial limbo; making makeup one of their least fininacial priorities. There is one located in Detroit and I have had the privilege of having dinner with them. They are hard-working and willing to share their experiences in a matter-of-fact way rather than seeking sympathy. I am sure they would be MOST appreciative of receiving any makeup.

Try a battered women's shelter. They usually LOVE stuff like that, and it helps the women to get a self-esteem boost. The one problem is that they are not listed in the phone books or public directories (because of fear that the men will find them)-- so you would have to call a Red Cross, United Way, or state official to try to find the nearest battered women shelter.
The other thing you can do is to give it to a group of students like Key Club or CIrcle K International that do community service- many of them have projects where they provide makeovers for elderly women in nursing homes or adult facilities. The elderly women LOVE it and it gives them a real boost.

Battered women's shelters are the most appreciative of this kind of thing because one of their goals is to improve the woman's self-respect and self-worth. Having make-up for them is one way of helping a woman take care of herself and a lot of times it is something that the abuser wouldn't allow her to have. there are groups out there that help poor women to look and act professionally, so they can hopefully enter the job market.
Call your local United Way; they may know of such an effort.
