The soul is a spiritual organ that is gradually born in a person who exists in our world.
The birth of the soul signifies a gradual emergence of sensation of the spiritual forces that affect him, new altruistic desires, and the emergence of a minimal sensation of the Creator.
This way, along with the person’s physiological body that leads a physiological life, emerges a spiritual body that lives in the spiritual world.
Just as without knowing the laws of nature and society we would not be able to physically exist in this world, our soul or spiritual body cannot exist in the spiritual world without the comprehension of the nature of the spiritual world.
And vice-versa: a person who does not posses the spiritual knowledge will not acquire a soul. And it is because he would instantly harm it. Therefore, the Upper governance limits his perception.
Only a person who is able to act spiritually being fully aware and familiar with the functioning of the spiritual environment revealed to him, will acquire the perception of the spiritual world.
Thus, a person who has not acquired spiritual knowledge will not acquire a soul. And he who has acquired a soul develops in the spiritual world like a newborn.

I would say that "soul" exists from the moment the smallest scrap of life exists. It's like electricity- it's all over, but it can't do anything significant until it's given something to power. There is soul in the sperm and egg. When these die without fertilization, the sould leaves the things that cannot support life. When conception occurs, the thing the soul inhabits begins to grow more and more complex, allowing the soul to become more and more complex, right up through adulthood.
A girl fetus grows all the eggs she will ever carry while she is still inside her mother's womb. So, for the fetus' children, part of their soul begins inside their grandmother. Sperm are created and die like every week or something, so that part of the soul is only a few days old.
The oldest part of my soul was created when my mother was in my grandmother's womb.

An interesting question, that I don't believe I can answer. Anyway, it is difficult to understand whether the souls, especially those who will be in the Kingdom of Heaven, always were with Jesus or were created at conception. It is a matter of limiting God by our own understanding of time. And Jesus, "You were with me from the begining."

Define what you mean by "soul". My "soul" was created when I learned to play the blues. The spritual "soul" is a myth that was used to explain the "life force" in the human body. We now know this to be bio-electrochemical forces... still a miracle, but a natural, not supernatural one.

Who really knows? But I can tell you what I think.
The Bible says that the life of the soul resides in the blood. I think that it begins when there is blood flowing in the fetus before birth. That's just an opinion. But it's my opinion.

I don't know when my soul was created. 6 months into my fetal development was when my soul entered my physical body.
