1 Corinthians 14:39
Therefore, my brothers, be eager to prophesy, and do not forbid speaking in tongues.

1 Corinthians 14:5
I would like every one of you to speak in tongues, but I would rather have you prophesy. He who prophesies is greater than one who speaks in tongues, unless he interprets, so that the church may be edified.

1 Corinthians 12:10
to another miraculous powers, to another prophecy, to another distinguishing between spirits, to another speaking in different kinds of tongues, and to still another the interpretation of tongues.

-It is a gift from God, not all speak in tongues

Correct, something like that.
The problem is: Much that passes for speaking in tongues today has absolutely nothing to do with the gift of tongues in the New Testament. It is fraudulent, even though those who practise it are often unaware: they are victims of fraud. Thew were told that they needed to speak in tongues if they had the Holy Spirit (totally unbiblical), and they heard examples of babble-talk, and letting their emotions carry them, started making that babble-talk too. If they had an emotional make-up that permitted them to do it. Some can never do it, and thus feel as if they are second-class Christians. But it has nothing to do with the miraculous gift of suddenly speaking Chinese or Russian without ever having heard it. If that happens, who is to stop it?
In church, someone starts speaking in something nobody understands, we say: "Sorry, nobody understands you. We'll talk about this later. In the meanwhile, you will have to remain quiet".

He didnt forbid it, but he gave restrictions on it, no more than one or 2 at a time and with an interpreter present.

He also didnt think it was the best gift to have.

1 Cor 14:22Tongues, then, are a sign, not for believers but for unbelievers; prophecy, however, is for believers, not for unbelievers. 23So if the whole church comes together and everyone speaks in tongues, and some who do not understand[b] or some unbelievers come in, will they not say that you are out of your mind?

No he did not. He said there was yo be order in the church and if someone spoke tongues then there would have to be an interpretation. The reason is that some tongues are personal or for the individual while other tongues are for the collective or body and for them to be useful would require translation or interpretation to be of benefit to that body.

Are you speaking in tongues?
It is hard to tell.
I think you might want to rephrase your details.
