It means we are fighting against no declared nationality. They are not terrorists, they are insurgents. These people can be called whatever you want but they are rebels and have a agenda of gaining control of the Iraq government. Iran is backing them because it means hurting U.S. interests in the gulf. U.S. are helping Iraqi soldiers because we are repeating a vietnam flaw with the ARVN soldiers. We want somebody to fight the war for us, but sadly no people army is going to replace the quality of the American army.

First of all, Iraq is not at war with the US. Those who are fighting against US troops in Iraq are also fighting against Iraqi troops. Why? Because they do not want democracy in Iraq. And they do not want any kind of government in Iraq that was a result of the US war against Saddam Hussein. Who are these people? They are Baathist supporters loyal to Saddam Hussein. They are Al Queda. They are Muslims from many other Islamic countries who couldn't care less about Iraq but just see a chance to fight those they hate (insurgents).

Iran is a different story. It appears that the ruling Iranian religious leaders still hate the US and would like nothing more then to see the US fail in whatever they do. They are using Hezbollah to indirectly make war on the US and Israel. At present they are concentrating on Lebanon but they are already trying to influence Iraq as they are the same religion (Shiia Muslim). Along with many of her allies, Iran eventually will attack Israel only to be totally destroyed.

Iraq is not at war with us. If you remember correctly, we invaded Iraq - and without a Declaration of War.

The insurgents are individuals belonging to, or employed by various factions. Some of them are just criminals who are paid to launch rockets at various targets. Many of them are terrorists. This calls for a definition: a terrorist is one who uses force or the threat of force to persuade his victim to a course of action. Terrorists attack innocent victims (unarmed non-combatants, women, children).
Most of the insurgents in Iraq are not Iraqis, They are coming in from Iran, Saudi Arabia and other countries. They are fighting for various terrorist groups (many masquerading as religious sects). The primary targets of the insurgents are Iraqi government and security personnel, American military and contractors, and Iraqi citizens who work for the U.S. , or Iraqis who do not support the terrorist groups.

Iran and Iraq aren't war with us, we are at war with alqidea (I know it is spelled wrong) now most Iraqis are with us in getting rid of terrorists but there are always bad people around to cause problems. Also we want Iraq to be able to police itself so that we don't have to keep the order.

An insurgency, or insurrection, is an armed uprising, or revolt against an established civil or political authority. Persons engaging in insurgency are called insurgents, and typically engage in regular or guerrilla combat against the armed forces of the established regime, or conduct sabotage and harassment in the land.
