You might think about trying this book called "The Movie Star Diet" by Steve Simmons. It helped me lose thirty pounds in 2 1/2 months when I didn't think anything would work. My goal to begin with was only 20 lbs! It has a really easy plan to follow and an excellent workout as well.

proper eating habits and nutrition supplemented by excercise.
Don't go for any canned diet books. they don't explain nutrition properly they slant it to sell "thier" miracle formula of the month.
Try nutrition books instead, then you can look at diet books if you want to and judge for yourself how accurate they are once you are equipped with knowledge of hows whys and what your body is doing when it is absorbing certain types of foods and nutrients.
Start with Eat Drink and be Healthy, the harvard medical school guide to healthy eating (it is a nutrition book, not a diet book). Any other book that focuses on nutrition works well too.
Then supplement it with a workout designed to tone as opposed to build muscle. you do want to build toned muscle as the more muscle you have, the more calories you will burn. HOWEVER as you are only able to excercise limited time in the day, and it is far easier to consume calories than it is to burn them what you eat is a vast majority of the game. Abs are made in the kitchen, not the gym.
Look at circuit training and then supplement it with some high intensity interval training for cardio. Lifting creates an afterburn where your body still burns calories from it even after you are done, cardio only burns while you are doing it. BOTH are important.

I would say like many do, it's a combination of exercise and well balanced diet. One thing though that no body mentioned is the importance of a healthy breakfast. If you can have a short (5 min. )workout in the morning to jump start your metabolism it's great as well..
Also, if you would like there is a company that is the first and only to have patented fat conversion bar for enhanced workouts and reduced body fat..
As you see, you cant run away from working out.
Good Luck

go low to zero carbs- this diet is ketogenic, and inherently fat-burning, as your body must burn fat for fuel instead of carbs
