No. None of the major poker sites are.
This question has come up a lot, but there is no proof at all that any sites are rigged. Here's the reason why not. Major poker sites make millions of dollars a year by hosting good honest games. Why would they want to risk everything by getting greedy? Rigging a site would take several programmers and a lot of clever programming to make it hard to detect. It would only take one programmer to come forward with the evidence and the media would have a field day. The site would instantly lose credibility with its players and would likely end up closed down. There is no reason to take that risk when you can make millions through fair play.
I have a friend who is a semi pro. He makes more money playing online than he does from his job, and he's a college professor. He just switched from one site that stopped taking American players to Full Tilt. He has not noticed any anomalies, and has already made several thousand dollars in just a couple of weeks.
I'm convinced that these major sites are completely safe. However all that said, we need to pressure the government to allow American companies to open up offering online gambling. That way they could be monitored, taxed and regulated. Censorship and prohibition only lead to mistrust and questions about the integrity of these sites.

No, full Tilt is not rigged. The Random number generator is perfectly legit, and the site gets great reviews from other sites like http://www.theultimatepokerguide.com

I don't know, I doubt it though. What's more important is if you think it's rigged. If you do, then you shouldn't play poker there. If you're afraid to go all in pre-flop with AA just because you "know" you'll lose to a suck out, then you're missing out on a lot of oportunities. If something like that affects your decision making then you should not play on that site. There are plenty of others to play on.

Oh, yeah, all the major poker sites seem to have suckouts and bad beats like crazy, doesn't it? Your opponent has about a 5-7% chance of winning and s/he always seem to hit that card, right? Yeah, I've been there. The theory behind that is to get people out in sit&go's so they can go to more sit&go's more frequently, like within an hour. As for ring games, the theory behind that is to increase the rake per hand.
People who don't see the fake odds have never played a live game before. They just don't see that suck-outs and bad beats shouldn't happen that frequently.

I always find it amusing when people ask this question on Yahoo Answers. How the hell would we know? Wait, I know, Full Tilt is ripping off millions of people, so they confided to me here on Yahoo Answers.
Seriously, though, I don't think it's rigged. But I'm just some schmoe who plays everyday.
