A little knowledge is a dangerous thing, as so many of these answers demonstrate.

There are too many variables that you have not addressed that preclude a definitive answer. However, given what little you have provided, the best solution is for your sister to go to the nearest US embassy/consulate and speak to the American Citizen Services (ACS) officer. The ACS officer will determine your sister's status and provide a Transportation Letter, if warranted, that will allow her to board an aircraft, if applicable, to fly to the US. A second Transportation Letter would be provided for the CBP Officer at the Port of Entry, who would make the final determination whether to admit your sister, based on her specific circumstances.

generally as long as she has not been out of the country for more than 3-6 months, or violated any of the conditions of her greencard, she should have no problems entering the USA... however, she can go the embassy in the country she is from or another country where she is... and apply for a new green card or a temp visa until a new green card can be issued. generally you do not have problems with traveling on green cards unless you violated some law.... however, she should renew it soon, and should not have travel outside of the usa if it was expired.... if she is unable to get anywhere with an embassy, you can hire a lawyer in the US to work on the case for you.

The expiration of the I-551 won't affect her return. They might give her a hard time but they can't deny her entry if she has not been out of the country for less than 180 days and not committed a deportable offense.

the only person that can answer that is the person she talks to at the American Embassy.. she needs to go there or find one that is remotely close to where she is.. usually they will issue her a visa to get into the US and then she can deal with the rest when she is here

She already knew when it was going to expire so why did she even risk it?
