my 3 year old is going on a trip with my mom and they are traveling in a RV i told her to get the carseat and she said she didn't need it because they are in the RV. so does that mean you never have to strap in like on a school bus? I would think it is even less safe than anything else cause there is soo much loose stuff in there

Direct from CA DMV website:

(e) A person 16 years of age or over may not be a passenger in a motor vehicle on a highway unless that person is properly restrained by a safety belt. This subdivision does not apply to a passenger in a sleeper berth, as defined in subdivision (v) of Section 1201 of Title 13 of the California Code of Regulations.

So unless that person is in a sleeper booth, they must be seated and wearing a seatbelt if the RV is on a highway. So-called RV exception is a myth.

As for 3-yr old... use a child seat. PLEASE! It's for the kid's sake!

you think that you would have to wear a seat belt for safety issues, but look at school buses. Almost all do not have seatbelts unless it is the handicap or preschool bus.
