It took me forever and unfortunately you live in an apartment where people complain. I let her carry on as long as it took until she had a moment or two of silence. I went in and praised her in a variety of ways such as verbal, petting, food. As I continued the exercise, the periods of silence grew longer. This is also an exercise which assists in aleviating seperation anxiety. She no longer has that problem.
As far as size, the kennel should only be large enough for her to stand up and turn around but no bigger. It will only make a larger mess.
Another thing that will help you with kennel traning is planning feedings. A dog will usually have to go to use the bathroom within thirty minutes of eating. I always fed my dogs early and let them have several attempts to go before leaving them. This will help aleviate accidents in the kennel.
Rule of thumb: A dog can only hold their bowels/bladder one hour for every month of age. This can be a problem if you have to be gone for long periods of time. I had this problem so I bought a larger crate that I could put newspaper in for bathroom breaks. Its a lot of work but eventually I was able to increase the amount of time she spent in the kennel and did away with the crate. She is fully house trained now.

Have you tried putting the kennel next to your bed where he can see you and smell you? That sometimes helps. Also the kennel should be big enough for your dog to turn around in comfortably and be able to switch positions. A medium sized dog kennel should suffice. There needs to be at least a few inches above his head and should be about twice as long as your dog will be when full grown. If the bed thing doesn't work, try filling an empty soda can with some pennies and as soon as he starts whining throw the can hard at the floor near the kennel. He should stop whining after a little of that.

The kennel should only have enough room so the dog can stand, sit and lay down without touching the sides. You may have to use dividers. The cozier the kennel , the more cave like the dog will think it is.
I would even put the kennel in your bedroom untill he get used to it. The sound of you breathing will relax the puppy or put a radio on softly.
Mind you, my dog only slept in her crate the first night . Now she sleeps with us, either on the bed or on her pillow on the floor.

Make sure the dog has enough room to move around, walk around some. Don't make it where the dog can't even stand up. The dog needs to be able to have food, water, and itself in the kennel comfortably. Being comfortable, and putting some chew toys and stuff in the kennel will help reduce it's whining.

put some toys in there. This should help. Also at such a young age...did you just get em? Place an alarm clock next to the kennel. the ticking really helps. Heat pads may help too ( i used it to calm my pups)
the right size should be enough for him to stand up (all the way) turn around, and sit, properly and comfy.
I found that placing the kennel by your bed (or in your room) helps quite a bit.

Try putting a ticking clock under a blanket - the noise is soothing to puppies. You can also use a spray bottle with water to disapline them for making noise. Be careful what you put in with your puppy since they tend to chew things - you don't want him to swallow it and get an obstruction (trust me!). As far as crate size go - get one that is just big enough for him now. You might need to get a bigger one as he gets older. Or, get one that'll be the right size for him at his adult size and block part of it off.
