Ink is a very personal and yet public thing. Getting a tattoo on the upper arm first means you want it seen by people you know and complete strangers. Even when a woman gets a tattoo there, she is more likely to wear sleeveless clothing sometimes, just to show off her ink.
And tough guys usually have big "guns" too. They worked very hard to develope the muscles there and want everyone to know it.

I wear a shirt, because I get tried all the question. Everybody wants to know where I got my tattoos, when I tell them prison they run away. I'm really a nice guy, really!

all of my guy friends who have tattoos wear shirts. all the time. actually the only time i have ever seen any of their "covered" tattoos is when i have specifically asked if i could see. they don't go around bragging about them or showing them off. i think maybe the guys who do walk around with their shirts off want to hear people compliment their tattoos. that's just a guess tho. i know i like it when people compliment my tattoos, but i don't walk around with my shirt off (i'm a girl)

Because tuff guys are too tuff for their shirts. The shirts end up ripping off because they can't squeeze it over their big, tattooed muscles.

Just because they have a tattoo doesn't mean they are tough. They just think they are by exposing them.
