The Philippines is a large, widespread country. Terrorist incidents have mainly been an issue to the south. In Manila, your friend is much more likely to encounter big city crime than a terrorist incident.

It's the Philippines, not exactly the safest place. So probably. And the fact that there is a terrorist plan to attack, would make it an almost definate yes.

the only threat i have heard of is ;
attacks on the US embassy in Manila ,that is closed for now , i cannot tell you more ?
is your friend from the Philippines or she visiting ?
is so ? she needs to get back
otherwise ? she may try to get to the immigration ?

My wife's cousin was there about 5 years ago. She and her daughter were both kidnapped for a time. It is supposed to be a big secret (so her Mom will not find out), so I do not know anymore detail than that.
