I too have a 20 month old. In fact, I also have a 3 yr old that was once 20 mos old!
Yes, they do this. They spit, they hit, they scratch, they fight, they yell, scream and do just about anything to express themselves, see a reaction from another person, get attention and experiment with their physical abilities.
Don't worry. She probably doesn't mean to be offensive, just trying to figure out how her mouth works, what it does and she probably loves the reaction whe gets from others! Just tell her that it's not nice, don't make too big a deal, and re-focus her attention on an appropriate task, like coloring. Or, show her appropriate things to do with her mouth like kissing, blowing kisses, showing her teeth or tongue, etc.
This will all blow over by the time she is 2. Trust me!

I have the same promblem with my 22 month old daughter. I don't even know where she got the idea to spit, but I guess she figured it out. She only spits on my seven year old daughter. The first time I told her to stop, she spit on me too. I told her spitting isn't nice and she shouldn't do that. She stopped ....temporarily...I seen that she still wanted to keep spitting on my seven year old. That's when I knew I had to tap her hands gently to express that it's not nice to spit. I also told her to stop spitting, don't spit on people. She is starting to see that I don't want her to do that. She'll try to do it sometimes if she thinks I'm not looking, and she'll run if I notice her. I'm trying to really break this habit...I don't want to her to spit on the other children in public or anyone else.

time out every time she does it. u hav 2 b consistent about it. put her in the highchair and face it in the corner for 1and a half mins. no matter how much fuss she makes dont talk 2 her until time out is over. when u put her in time out say u r going on time out because u r spitting, and when u take her out say u were on time out because u were spitting. eventually shell realise that spitting may b fun but sitting in a chair facing the corner isnt. hope this helps, good luck. also if she insists on spitting hav a little garbage can with no garbage in it and tell her that is an ok spot for spitting.

my 16mo old son is doing this also doing that all the time. i think they are doing it because it is something new. i would try to explain to your daughter that it is not nice and then when you see her doing it make sure you use a stern voice and say "no that is not nice" hopefully it is just ANOTHER phase
