What food is in the crop? If it is something the mom gave all is well. She has decided to feed him again and she does feed during the night. Is she still interested in the baby? If so I dont think anything is wrong because she will reject inperfect or sick babies.

If it is hand feeding formula the crop has slowed down.
This is crop stasis. You will be able to see what is in the crop because the skin is see thru.

If it is hand feeding formula - DO NOT FEED AGAIN, give the baby ringers lactate or a bit of electrolyte solution, you can buy in a chemist shop used for human babies. Warm it to body temp an give to the baby about 2 - 5ml of the mixed solution. If the crop is soft you can very gently rub be very carefull no to hurt the baby. Keep him very warm, and the crop will work again. If the crop is lumpy you can still gently rub, but it will take longer to break up. Feed only once the crop is completly empty.

If the mom is with the baby and interested in him, she is feeding him and everything is ok. She will be keeing him warm. She is doing her job. Provide a dish of soft food for the mom to feed the babies, it makes her life a little easier. it sounds like you have a very good mother budgie. Is it your dad budgie that died?

Mom has been feeding the baby while you were asleep.
Budgies feed their chicks constantly with partially digested seed so that the crop it full all the time. Wait and see if the crop empties at all, if it remains full and the chick keeps on developing stop the hand feeding and let mum carry on doing it for herself.
The rejecting of the food is because the crop is full allready and will not stretch to take any more. Do not feed if the crop is full as the chick could choke on the excess and inhale it into its lung and drown.

Day 2
If the mum is feeding her chick you will see the seed inside the crop through the skin and it will look full all the time. Dad may be helping aswell as any other budgies that may be in the flight.
Budgies feed the baby that is making the most noise when they go in to the nest box. This is to ensure the fittest and strongest survive. Check on thye chick every four to sixhours without interfering with the parents. If the crop remains full leave them alone. If the chick starts to fail you may need to lift it and start hand feeding again.
If the crop is extended and the chick is still reguritating food it may be a fugal infection in the crop. This is sometimes called sour crop and you may need veterinary help to flush the crop and teat with an anti biotic like baytril. Don't worry too much as this does not happen very often. Only if it is being fed with old or infected seed so make sure that all seed dishes and water container are cleaned every day. Buy fresh seed as often as possible and don't store it for long times.
Soft egg food might be provided for mum as this can benefit the chick as well.

The crop shouldnt be full from last night, do not feed this budgie yourself at the moment keep an eye on its crop, the crop maybe slow at emptying for some reason maybe sour crop or just a blockage, or it maybe just the fact that mum is feeding him and then your topping up which shouldnt be done u need to alow crop to empty now and again
