Criminal behavior is any behavior that violates formal norms (statute law). The consequences of criminal behavior are numerous. The most obvious is, if you get caught, you get arrested. The less obvious, but also important, is the deviant label that society bestows. In contrast, if one violates an informal norm, you can expect maybe ostracism or other negative sanctions. There is a caveat to criminal behavior: civil disobedience. The best description of civil disobedience comes from Plato. If the state mandates that you have to do something that will harm your physical body, you must comply. If the state mandates that you do something that harms the immortal soul, civil disobedience is necessary. The best example I can give is Reverend Dr. Martin Luther King, Jr. and the sit-ins he organized.

Conduct that violates either misdemeanor of felony laws. Getting a parking or simple speeding ticket is not criminal behavior.
