My friend doesn't use computers much, and when someone "helps" her by deleting the cookies on IE6, Windows XP Home Ed. will no longer let her accept new cookies. Thus she cannot get to encrypted pages like Netflix because she cannot log in.

I found that I can turn off Norton Security and then access the encrypted site. If I immedaitely turn Norton back on, I can access any encrypted site again. At least until someone deletes the cookies again.

Is there any permanent fix for this? My friend will never remember the temporary work around I found, so I'll have to keep making a half hour's drive to go to her computer to do it for her. She NEEDS her Netflix

I've checked security settings and set lthem as low as they can go. I've also added netflix as an approved site. These are not affecting the problem.

Ok, if I am getting the complete picture of what the real deal is from your description, its a security issue. Try this fix, most of the cases it will take care of the issue. On IE, click on tools on the top menu bar, and click internet options click on privacy tab and check if she has settings to either" medium" or low if its medium high or above, that is her problem. if the privacy setting is at medium and she still has problems then click on advanced button on the same window and add the site www.netflix.com and click on allow button, this will automatically allow the browser to allow any cookies from that site and will probably solve the problem.
Good luck
