If you are referring to surgery they are placed under anesthesia...or medical sedation.
They are also put in a medical induced coma sometimes.
As far as being put to sleep like an animal is which is call euthanize, no it is illegal to do. It is also known as assisted suicide.

Only one state in the US allows assisted suicide / death. That state is Oregon. The concept of assisted suicide is for the person who is terminally ill. They choose to end their life earlier while still mentally capable instead of suffering to the end. Otherwise, it is not done "legally" in the US.
The last attempt was in Michigan were Jack Kevorkian, who is not serving jail time, tape recorded an assisted suicide of a terminally ill patient. Michigan then made it illegal to assist with the death of another person.

People get put to sleep some say however it isn't totally correct to phrase it that way. We undergo medication administered by a professional specially trained to help us have loss of consciousness. We can be monitored to find out how under we are.

Dr Kevorkian used to help the terminally physically ill that way (lots of them would go to him) but the neanderthal witch hunters in the Midwest locked him up in jail (he is still there) America won't let the doctors help those who are terminal and suffering horribly, there is little chance they will let them help those with mind issues.

Euthanasia is against the law in most countries.. I think they have some laws in Holland and Oregon but most societies don't go around killing people on purpose.
