yes if the setting, are to save until manually deleted, but if you changed this setting, then the files are gone, just high light the recycle bins icon and it will give you the option to restore the file or delete it, it has a setting to use as much space to accommodate the files before they are deleted, it will delete automatically unless you set it to do so.

File Scavenger® Version 3 is a file "undelete" and data recovery utility for Windows XP®, Windows Server 2003®, Windows 2000® or Windows NT®. File Scavenger® can recover files that have been accidentally deleted (including files removed from the Recycle Bin, in a DOS window, from a network drive, from Windows Explorer with the SHIFT key held down) provided that recovery is attempted before the files are permanently overwritten by new data. File Scavenger® supports both basic and dynamic disks, NTFS compression, alternate data streams, sparse files, Unicode filenames, etc.

Yes and no
There are some very good softwares available for 'undeleting' the files that are permanently deleted. But the result depends on some conditions -- if u have saved something to the harddisk after the deletion chances are very rare that u get the deleted data back.
So if u deleted something by mistake, dont access harddisk much.
Use some undelete software (like the free freeundelete : http://officerecovery.com/freeundelete/ or the paid recover for all www.recover4all.com), scan the whole system or the location from where u deleted the file. If the program finds the deleted files, u can choose to recover them, and if required choose a seperete drive to save the retrieved file

there are several programs that will try to get deleted files back, it all depends on how long its been since the file was deleted. Even though you have removed the file from the recycle bin, the file itself still resides on your hard drive until that part of the hard drive is used again. go to download.com and search for file recovery programs. Just keep in mind, that even though you may be able to recover the core of the file it may not restore to its original form so you may need to edit the file some to get it to be what it once was.
