Depending on how hard/frequently you work out, it's toned or increased muscle mass that keeps you "tight".

Cardio stresses your heart and cardiovascular system. It does very little to build muscle which is why people usually pick cardio and strength training (weights).

Well, the answer is both. Weights will get your body toned up, and help speed up your metabolism, but you have to do cardio to work off the overlying fat. If you don't have much fat, and just need to tone, then yes, weights alone will do the trick.

Cardio is required to burn fat from the body. Building muscle mass with weights "aids" with the assimilation of fat. The more muscle mass, the more you burn. Therefore, both are beneficial. But if I had to choose one, cardio wins hands down.
