Try right clicking one of the toolbars and making sure there is a check mark beside everything.

RESOLUTION

1.Quit all instances of Visio.
2.Click Start, click Run, type regedit, and then click OK.
3.Click the following registry subkey in the left pane of Registry Editor as appropriate:
•Visio 2003
HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Visio\Toolbars
•Visio 2002
HKEY_CURRENT_USER\Software\Microsoft\Visio\Toolbars
•Visio 2000
HKEY_Current_User\Software\Visio\Visio 2000\Toolbars
4.On the Edit menu, click Delete. The Toolbars subkey will be deleted.
5.If you are prompted to confirm the deletion, click Yes.
6.On the Registry menu, click Exit.
Registry Editor automatically saves your changes.

ok in an effort to get yout adress bar back all you're able to do is sturdy click on the empty gray area of the address bar. slightly menu could pop up asserting those issues vertically, "huge-unfold Buttons, address bar, links, and so on." If there is not a verify mark next to the address bar, which there should not be on the 2nd in case you're lacking the address bar. Then click on that and there could now be a verify next to manage bar and you'd be waiting to insert url's into the address bar.

if you cant go to the control panel and click on folder options, if there is not a option, for you to do this, the best possible way to resolve this issue, is to do a simple system restore, that should put the system, back to it,s original configuration.
