She grew up in rural Georgia the daughter of an insane illiterate Brazillian woman and Navy father who was never home. Her vocabulary is very limited and her reading skills are really bad. Her confidence is shot as well.

Her arithmetic skills are bad as well, so I'm not sure where to start.

One way to help her get started might be if you can read to her. It's obvious that he mother can't. If you live to far away to be there to read in person you might want to get yourself and her the same book so you can read together on the phone. You can also have conversations with her make sure you don't say big say gargantuan. Depending on her age group you can encourage her through things she likes. For example of she like Ariel you might want to get her Ariel books. You can also do math with Ariel things. Ask her how much Ariel stuff she has then get a store flyer and see how many other Ariel things are in the paper.
The best way to approach thing like this is to get them interested with things she enjoys. If she is struggling with it she might just be turned off by finding it too hard. Where as when you bring in a stimulus that she like then it becomes something she will want to do.

Well, you can try getting a tutor or something and give her a Dr. Suess book.

I think a tutor is definitely the way to go. Obviously, anything that can be done to help her should be done.

Give her picture books to read, fairy tale books will encourage her to read.
