Anywhere is romantic if you go together.
If you've got no budget, consider a campout. Watching the campfire, Stargazing, getting some outside, etc.
Are you close to mountains, a lava flow, a lake?
A little more budget can get you to a hotel and a themepark. Dosent have to be Mouseworld. Just a big city park. Ride a rollercoaster togehter, scream, eat ice cream and pretend you are back in highshool.
If you've got a budget Vegas often has cheap deals. (worry free is my fav for this)
Are you adventuresome? Do you have a little cas stashed? Would you be willing to book whatever fits the budget then just take off for a long weekend? Thats what we do. We've been to Philly and LA, paris, Berlin, and Jamaica that way.
Berlin was the best deal we scored tickets for just under $300 each and stayed in a little pension hotel called hotel sylvia near zoo station. That $ is probally burning a hole in your wallet, but it cost less that something like disney, and you dont need to rent a car if you are in a big metro where there is public transport. And most of all it is an experience with memories that will last a lifetime.

Find someplace in your own state, or nearby that you could drive to or that wouldnt kill you to buy tickets to get to. I dont know where you are, but airplane tickets cost a lot, and anywhere you go will cost a lot. My advice is to find a nice place nearby that has a romantic inn, if its near the water or someplace with stuff to do nearby, that would be even better.
Cruises aren't THAT cheap. The shorter ones are cheapest. However, a lot of the time cruises are not romantic. There are kids running around, cheesy games, crowded dinners..etc. Its a good place for a family.. but its not cheap or romantic.

HERE IS A SUGGESTION :
My wife and I never had a honeymoon when we got married and a friend found out about it last spring.
He offered us his cabin by the lake when he was not using it during the summer for a week. Other then a 225km drive and a twenty pound propane cylinder to be refilled for the BBQ, we had a glorious time.
Occasionally, he rents his cottage out for a week at a time to people for about $500.00 a week, $300.00 a weekend. ($50.00 less without the boat and motor)
This is in Canada Ontario. It may be different in price where you live.....

I was in Portugal earlier this year and was amazed at the charm and beauty of it and the how inexpensive it is compared to the rest of Europe. Base yourself in Lisbon and there is tons to see from there. I have some reviews of hotels and restaurants at http://www.bombasticlife.com

a lot of times you can go on a cruise. they can be pretty cheap. however you can vacation anywhere for cheap if you look hard enough. my aunt travelled europe for two weeks for two grand. so keep looking and you will find special offers

Vacation with a tourism company somewhere and stay in a hotel and you won't get robed at all. ( If thats what you mean ).
