I would recommend treating the skin carefully - especially when the skin is having a bad flare up.
Using aqueous cream rather than soap is a good starting point. This cream is thick and looks like a moisturiser - but it will cleanse the skin when used with water.
Surface moisturisers - there are many many of these in the shops - but I find E45 to be the best - for when it is bad - as it's hypoallergenic. But your boyfriend may want to try different brands to find one that he likes. I would suggest though that he goes for the uncoloured, unperfumed sensitive skin varieties.
A gentle exfoliation a maximum of twice a week would also be recommended.
Drinking more water to make sure he is hydrated also - we loose a lot of water through our skin.
Someone else has already mentioned some of the essential fatty acids that can also help - as a supplement.
Of course there are steroid creams out there that you can buy (such as HC45 amongst others) but these should be used sparingly as they can thin the skin.

Anything with Vitamin E in. I recommend Nivea aftershave balsam for sensitive skin.
Also good for skin generally, is any soup that uses animal bones to make the stock. Example, after a roast chicken, save the carcass and boil it for three or four hours until everything falls off it naturally. Then dispose of the carcass and make a soup from the remaining broth (check www.bbc.co.uk/food/recipes for ideas). This broth will contain an abundance of callogen, which is important for skin health.

Dry skin is often a sign of essential fatty acid deficiency. Try a bottle of a good broad spectrum EFA supplement like swansonvitamins.com EFA Complete. Take as directed; if this is the problem the skin should improve very quickly.

Oil of Olay mosturising fluid is good for the face, I've been using it for some years now. My face used to be really dry, I've not had any problem since discovering this.
Sometimes diet does play a part as well, Plenty of fruits, vegeatables and just eating a well balanced diet.

Don't forget to exfoliate - if there's dry skin or the surface, the cream will sit on it - just wash with a flannel and dry well should do the trick , then any moisturiser

Use an exfoliant once a week or else wash his face every day with a flannel. And moisturise at least twice a day.... more if he works in an air conditioned environment. Make sure he's drinking enough water too!

Dermatological Cream ( E45 ) put on each morning after
washing this will do the trick, a couple of days his face etc
will be as soft as a babys bum.
